According to the Rangarajan Committee report, 29.5% of India’s population is below the poverty line. The poverty line has been defined as Rs 32 per day in rural areas and Rs 47 per day in urban areas. This means that people who are below the BPL in rural areas earn less than 960 rupees per month, and people in urban areas earn less than 1,410 rupees per month. Therefore, all families of 20% of the population or 5 million people will qualify for the highest amount of Rs 72,000 per year under the scheme.
If implemented as promised, this will be the second largest expenditure manager of the union government. The total expenditure estimate for the 2019-20 budget is Rs 27.84 crore, which means that the total budget for the plan will be 13% of the budget.
